I'll need to see the full set of maillog entries for this message, to tell
what's happening before this. There are cases, for example when a message
comes in to one account, where it's forwarded to multiple other accounts,
and the rules are on the final accounts, where the blacklist rules will be
run later. The additional log entries would detail this.
