Yes, that's definitely possible with Dovecot version 1.  That would also
make me more comfortable with adding a domain quota, which is another
often-requested feature.

I'm going to check out the "dict" quota support in Dovecot 1 first, since
that will allow direct access from the web interface.  Maildir++ support
would require the web frontend to do system calls into sudo to get each
users information with Maildir++, but that may be a good way to go as well.
The web interface doesn't have access to read it directly.  I'll check on
what the squirrelmail plugin does though.
