Yes, that's probably what it is.  The policy engine ought to be able to
handle a bunch of incoming connections without any problems.  You can
adjust this setting by running these two commands as root, which will push
the maximum numer of vpm-pfpolicy processes up to the default, 100.

sed -i 's/\(^vpm-pfpolicy .*\)5/\1-/' /etc/postfix/master.cf
/usr/sbin/postfix reload

We haven't tried nicing clamscan, it would help other processes run, but
could slow down mail delivery a bit.  Adjusting the postfix anvil settings
might be a help too.

Yeah, we've been very happy with how effective it continues to be.
