It's implemented after the message is received via SMTP, so after the
SMTP-time checks like SPF, envelope checks, or greylisting, but before the
transport which does the delivery to the destination which is where
SpamAssassin and ClamAV checks are done (because they need access to the
message itself, not just the envelope).

The only way to bypass the checks on the always_bcc destination, which by
the way are only the transport-time checks, would be to disable the
anti-virus checks on the destination account. There isn't really a way for
it to whitelist the always_bcc.
