[vPostMaster] Restoring vpostmaster: is it necessary to restore

If you re-run the setup-debian script it will use the passwords in the
config files and set them in the database. It will try to fix anything
that is wrong, and updates the database with the information from the
configs.

You can run the "vpm-dbupgrade" script and if the database is an older
version it will make the changes required to bring it up to the newer
version.
